The Target store in Harrisburg, PA (Highpoint Commons) has marked down a bunch of kids rain boots down by 70%.  I found these pairs in the infant/toddler department for $6.88 (reg. $22.99).  The girl’s pink polka dot boots were still just 50% off but every store seems to mark things down at different times so it’s worth it to go take a look.
